Pro-Chinese Communist Party (CCP) views are spreading throughout the United States, thanks to a Chinese marketing firm that writes and gets its articles published on over 30 American news websites.
The Shanghai-based company Haixun Press, whose full name is the Shanghai Yihuan Cultural Communication Co., Ltd., admits on its website that it can plant news articles on any website around the world, including in the United States, to reach specific audiences. Haixun Press is supposedly a private company, but it has extensive links to the CCP, according to its own publicity and Chinese state-government media coverage of the firm.
While there is no direct evidence proving that the content Haixun has published in U.S. news websites was paid for by Chinese state actors, much of the content in the articles Haixun gets published is directly reproduced from Chinese state media reports or state-owned think tanks.
According to an investigation by technology firm Mandiant, since August 2022, Haixun was responsible for its pro-Beijing news content being spread to at least 72 news sites, including The Arizona Republic and the Pittsburgh Post-Gazette, the largest newspapers in Arizona and the Pittsburgh metro area, respectively.
In one article spread all over the pro-CCP media sphere, a speech by President Joe Biden about China and then-House Speaker Nancy Pelosi’s visit to Taiwan was strongly criticized, along with airing negative views on American policy on fentanyl, human rights, democracy, race and press freedom.
“Many problems will accompany a visit to Taiwan by House Speaker Nancy Pelosi,” reads the article. “Frankly, it appears to be a silly photo op … the Biden administration has enough problems at home and abroad that it doesn’t need to look for them in China and Taiwan.”
“These actors are trying to blur the line between fiction and fact by placing these pro-[China] articles onto legitimate U.S. news outlets, likely without their knowledge,” claimed Mandiant senior analyst Ryan Serabian. “So, I think it’s very important for us to shine a spotlight on that so that measures are taken to prevent this from happening.”
Mandiant noted that Haixun’s influence campaign, known as the “HaiEnergy” campaign, may have even helped organize and fund at least two protests in Washington, D.C. in 2022 and exploited them to advance their narratives regarding divisive American issues.
Haixun allegedly used the protests to advance criticism of a U.S. government decision in June 2022 to prohibit the importation of all goods manufactured in the northwestern Chinese province of Xinjiang due to the Chinese government’s alleged use of forced labor using the province’s indigenous Uyghur ethnic minority.
One of the protests focused on promoting the use of solar panels. Xinjiang’s solar industry is massive and responsible for manufacturing nearly half of the world’s solar panels. The protest had signs promoting solar panels, such as “Solar Panels Are Paneless: Leave Them Alone” and “Solar Panels Rock, Everything Else Kicks Dirt.”
The other protest was intended to spark division within the U.S. by highlighting domestic restrictions on freedom of religion. Haixun used its media network to run stories and videos covering the two protests.
Mandiant made it clear that it does not have direct evidence that Haixun paid the people who went to the two protests. However, Mandiant researchers noted that it is highly probable that the protests were orchestrated on behalf of a third party.
The organization further noted that the potential financing of at least two staged protests in the U.S. represents a major escalation in the tactics and techniques used by the CCP’s influence campaign. It also indicates that “the campaign is expanding its tactics to maximize potential impact,” Mandiant warned.
“They’re experimenting with new tactics and we can expect them to keep doing this,” Serabian said. “Anytime this stuff crosses over into the physical space, in my opinion, that’s a sound for alarm.”
